WIAA Scholastic Cup Standings: Fall 2016 - Spring 2019

I'll break down the average points earned from each school, list the Top-16 in each classification, and separate the rest of the schools into Tier 2 ("Good enough that they should stay in this classification" -- roughly the top third of the classification), Tier 3 ("Consider staying in this classification, but wouldn't hurt to drop" -- roughly the top half of the classification), Tier 4 ("Consider dropping so their athletic programs could find more success" -- roughly the bottom half of the classification), or Tier 5 ("Probably should drop so their athletic programs can have some measure of success" -- roughly the bottom third of the classification and clearly below the middle of the pack programs) - all of those categories only matter if they are in a position to choose whether they should opt-up or not.

I'm not going to both trying to separate boys and girls, and I will double the points for the two single-gender schools (O'Dea is a boys-only private school and Holy Names Academy is a girls-only private school, both in the Seattle area's Metro League).

Overall trends:

4A NPSL teams that are opting up, or would be opting-up, are almost all struggling to be competitive at getting to or competing well at the state level (Federal Way and Auburn Riverside are the only programs in the top half of the classification, while 8 are in the bottom third). In fact, the only league that comes remotely close to being as underperforming is the 2A SPSL (which also has 8 programs in the bottom third of the classification, though that number will drop to 7 if not 6 should Tyee drop to 1A). While it might make sense for reasons beyond athletic program competitiveness for some of the NPSL teams to continue to opt-up (such as the Kent schools staying in the same league) if they don't go the split-class league route, by and large those teams would greatly benefit from dropping down to 3A, and in the process the state would benefit as well (it would leave more room for stronger programs to make state from smaller areas, including but not limited to the GSL).

4A CBBN teams also typically struggle, and would competitively be better off in 3A. Same for several of the Seattle Metro public school programs, though that tradition of opting up to stay together has been going for several decades at this point so even if it would benefit the kids in those programs to drop in classification (and have a much better shot at not only competing well at state, but simply getting TO the state stage) it is probably unlikely to happen due to long-established tradition.

Most Underperforming Districts (based on % of total points scored vs. proportion of classification's schools): 2A District 3 (-7.5%), 3A District 1 (-5.7%), 4A District 3 (-5.4%), 3A District 3 (-2.6%), 4A District 6 (-2.3%), 3A District 4 (-2.2%), 2A District 5 (-2.0%)

The two common threads that explain most of those underperforming districts: [1] Schools that are or might be opting up influencing the strength of the district and the allocations for the whole state, or [2] schools that are now scheduled to drop down due to socio-economic factors (unless they decide to opt up to stay in their classification). In District 3, there was the aforementioned NPSL teams that are opting up to 4A rather than staying in 3A or in some cases even 2A. In District 2, the Metro League schools as mentioned above are mostly 2A, and those 11 schools would displace 1 state allocation from both District 3 and District 5, the only 2A Districts included above (though 2A-3 would still be underperforming, it would be closer to 3% rather than 7%).

For 3A District 4, and 4A District 6, both leagues (GSHL and CBBN) are slated to lose multiple members due to the socio-economic adjustment, which would essentially if not entirely erase their performance deficits.

The only clear exception to that is 3A District 1, which only includes one team opting up to 4A (Cascade-Everett), and that 2A-3 would still be underperforming (just not to nearly the same degree) even considering those factors above unless Federal Way and Kennedy/Bellarmine actually dropped to 2A (which seems both unlikely and unreasonable, as Bellarmine is already one of the elite 4A programs and Federal Way among the top half of 4A or would probably be elite in 3A, while Kennedy would probably also be in the top half of 3A as well).

If you take a look at how the districts across the state would vary in competitiveness without any schools opting up versus what we see today, it becomes very clear that the state would be far better balanced between the districts and state qualifying meets/tournaments as a whole. That's not to say that there aren't programs which should continue to opt-up to larger classifications (such as Bellarmine Prep, Mead, Newport-Bellevue, Gonzaga Prep, O'Dea, Lakeside-Seattle, Seattle Prep, Archbishop Murphy and maybe Eastside Catholic/Woodinville/Eastlake -- by the way, interesting note that every one of those schools are quite affluent with Mead at 26.2% is the only public school in the group with over 25% in terms of Free/Reduced Lunch ratio, which is still 20% below the state average ... that adds further validity to the OSAA/WIAA's implementing a socio-economic factor in the classification process if there was still any doubt), but it does point to how there are far too many programs that do (if athletic competition is the primary factor in moving up, which won't always be the case - such as Rogers-Spokane who could potentially drop to 2A next year but would probably be better served to opt up due to the combination of history and geography)

Now... imagine for a moment if those NPSL schools stayed in 3A instead of 4A: 
-Less 4A State spots would be going to an underperforming region, leaving more teams from stronger districts to fill out the field;
-3A District 3 would be much more competitive for their spots to state (and the 4A teams dropping to 3A would be more competitive comparatively), and while they would also get more spots, there would be even more State spots available (because there would be more schools in the classification, enough to raise the State field to 20 teams rather than 16, which more than offsets the additional 2-3 spots for the suddenly more competitive SW region)... something to consider for NPSL ADs wanting to provide the best competitive opportunity possible for their athletes (where sending a team to finish Top 10/15/20 in 3A would be better than not sending a team in 4A).

WIAA Reclassification Analysis - expected class size

With the combination of the new amendments to enrollment counts, one might expect some significant changes in the size of classifications... but that might not end up being an accurate expectation. Using 2016 enrollment figures as the base of comparison for the changes, just how drastic is the difference going to be?

The new 4A Cut-off will be 1300 after adjustments. The only changes that would have occurred was that Kamiakin, Mountain View, and Timberline would have been moved up from 3A to 4A, leaving 4A with 69 schools rather than 66.

The new 3A Cut-off will be 900 after adjustments. The only changes would have been the loss of the 3 schools above to 4A, while 5 schools would drop to 2A (Fort Vancouver, Mount Tahoma, Rogers-Spokane, Hudson's Bay and Lincoln) while 4 schools would move up from 2A (Mountlake Terrace, Tumwater, Columbia River, Cheney) and up to 7 would drop from 4A (Heritage, Mount Vernon, Eisenhower, AC Davis, Kent-Meridian, Pasco, Sunnyside). I would assume that Rogers would opt-up to 3A to remain in the GSL rather than travelling to Pullman and Clarkston for half of their league meets/games, and not sure if Lincoln would as well (geography wouldn't be an issue, but Lincoln has a good enough athletic program that they might be on the fence about wanting to stay in 3A rather than drop to 2A - more on that later). The 4A teams potentially dropping down is a bigger question, and will be the key development to track as it will have significance influence on the state as a whole. I would imagine Heritage and Mount Vernon would drop to 3A, but the decision of the other schools are part of the key developments to watch this winter as mentioned in the last post. 3A was 66 schools, and these changes would result in anywhere from 58 to 70 schools in the classification.

The new 2A Cut-off will be 450 after adjustments. The losses from 2A would be limited to four CWAC teams (Toppenish, Grandview, Quincy, Wapato) and potentially Tyee dropping to 1A in size (though Tyee may opt-up to 2A to stay in the same league as fellow Highline school district members even though their athletic programs has significantly struggled), and the 4 schools moving up to 3A. There were 64 schools in the classification in 2016, and these changes would have dropped the class to a total of anywhere from 55 to 60.

The new 1A Cut-off will be 225 after adjustments. The changes would be the 4-5 teams dropping from 2A, plus up to 10 teams (Stevenson, Charles Wright, Cle Elum-Roslyn, Columbia-Burbank, Okanogan, Jenkins-Chewelah, Granger, River View, Highland, Warden) that would be able to drop down to 2B - though I think many of those programs would opt-up to stay in 1A. There were 57 schools in the classification, and I think it would probably have ended up with around 55, but that is largely a guess.

In short, while there would have been some changes made to the 2016 landscape, the size of the classifications would still be roughly as equal as they were in 2006-2010 (or maybe even as late as 2012?) following the addition of the sixth classification, despite the process at that time designed to ensure the same number of schools in every classification.

Next post, I'll look into the 2A-4A Scholastic Cup results since 2016 to talk about how competitive the athletic programs around the state have been. (The Scholastic Cup is WIAA's equivalent to a Directors Cup in the NCAA - it includes both athletic and scholastic state placings, but I'll only include the athletic side in the analysis)

WIAA Reclassification 2020 analysis - preview

Just to take a quick break from the XC analysis I've been posting... here are some thoughts on the upcoming WIAA Reclassification cycle. Important dates: Enrollment counts are provided to the schools on Nov. 25, the deadline to declare intent to Opt-up is Jan. 10, and the WIAA board will finalize the classifications on Jan. 26.

There are three notable amendments come into effect for the first time this cycle:

With the first amendment, the WIAA is returning to a standard enrollment cut-off for each classification instead of repeating the attempts at ensuring there are the same number of schools in every classification - the benefit of this is that there will be less bouncing between classifications, and schools can better plan on whether they want to opt-up to a different league or not (because they'll have a much better idea of whether they would be placed in, say, 2A/3A/4A instead of having to wait until the opting-up process is already underway). This is a VERY good move IMO, because the downsides are pretty minimal (some classes some years might end up with, say, 72-75 schools and others 55-60, but that isn't far off from how it has been where you could see 68 schools in one class and 56 in another which happened 10-14 years ago despite the WIAA's attempts at balancing out the numbers).

In addition, to mitigate the potential imbalance in the number of schools, the WIAA will expand/contract that State field accordingly: 69-83 teams in a classification would result in a 20-team state field (a possibility for 3A some years, but not any other classification), 53-68 schools (which will be almost all of the classifications in any given cycle) would result in a 16-team field as it has been, and 37-52 schools would result in a 12-team field (which would be rare, but might happen in 4A or 1A depending on how many schools opt-up).

With the second amendment, the WIAA will for the first time take into account the socio-economic situation of schools - something that Oregon started doing several years ago now. The basic of this amendment is that the enrollment count is reduced by the % above the state average of Reduced/Free Lunch students in the school (with a maximum of 40%), e.g. using Eisenhower as an example, their enrollment count in 2016 was 1616.49 and 73.6% of their students qualified for the Reduced/Free lunch program while the state average was 46.2%, that means the enrollment count of 1616.49 would be multiplied by 82.6% (100% - 27.4% over the state average) to result in an enrollment count of 1173.57. Schools can NOT drop more than 1 classification due to this rule, though I only know of one school that would be close to doing so (Sunnyside, which isn't too far above the 4A cut-off and almost maxes out the reduction).

The third amendment was almost clutch in re-balancing the state: 1A-4A schools can now petition the WIAA to opt down in football only. This amendment would have been better IMO if the 1A-4A schools also had the option to opt-up in football only, just as the 1B/2B schools are allowed to do. The reason why I think that would be of benefit is that Football is the only sport where potentially qualifying for the state level depends on a very small amount of games (1 a week in football, vs. sometimes 2 games a week in basketball/baseball) against league members within your own classification. This significantly limits the viability of split-class leagues, which are very reasonable in every sport except football and allows vastly more flexibility in whether schools need to opt-up or stay where their enrollment places them. The biggest potential use of this amendment could occur in the CBBN this year: only Wenatchee and Moses Lake are expected to remain 4A by adjust enrollment due to the aforementioned socio-economic amendment. If the rest of CBBN chose to settle in 3A rather than everyone opt up to 4A (like we see with the 3A Metro League schools in Seattle every cycle), and Wenatchee and Moses Lake were allowed to compete in 3A for football only, it would solve the issue of having a split class and allow the Yakima schools to compete in 3A where they would be far more competitive than they have been in 4A (more on this in an upcoming post).

With the totality of those amendments, and the changing landscape as new schools open up or shrink/grow in size, there are 3 key things to keep an eye on.

First: Should the 4A NPSL teams continue to opt-up to 4A, or should some drop to 3A as they will be placed?

Second: Should the 4A CBBN teams opt-up to stay in 4A, or should they drop to 3A en masse?

Third: Should the 3A Metro League members all remain in 3A, or should (the non-private school) half of the league drop to 2A and have a split-class league instead and allow those programs to be much more competitive at the state level?

I don't expect #3 to happen (though it would be good for those schools IMO, so long as they continue as a split-class league). #2 will be interesting, though I am not convinced it will happen. #1 is one that IMO absolutely should happen, but who knows if it will. Again, more on that in a soon-to-come post.

Texas Regional Ratings

I took a quick stab at rough ratings for the Texas Regional meets to see how the best teams and individuals in the South (which is always vastly dominated by Texas) compare to the NW/SW teams. Looks like there is some good individuals (in particular Ryan Schoppe from LaPorte, he had good track times this spring in 4:07, 8:52 and 14:27 and has been completely untested this fall), and a handful of boys teams that would be competitive, but the girls side looks pretty weak for teams.

(note: I only looked at the 6A and 5A races, because the UIL is still a bit behind the times and run 2 miles races for girls in the 4A and smaller classifications - a trend of girls running shorter distance than boys that used to be more widespread but is now down to it's last few strongholds -- I think it's just Texas and maybe Oklahoma left that does that now that the Heartland states have transitioned to full distances)
